On this date (January 06) 2009, a wife (also a Dallas Police Officer) lost a husband, his son and daughter lost a father, his mother and step father lost a son, his sister lost a brother, his grand daughter lost a grandfather, our nation lost a Veteran of the United States Marine Corp and Dallas lost a Police Officer.
Senior Corporal Norman Stephen Allen Smith, Badge Number 6613, age 43 was shot as he and other Gang Unit Officers attempted the service of a felony warrant at the Oak Wood Place Apartments, 4950 Wadsworth Drive.
Senior Corporal Smith knocked on the door of the apartment at this location and as the door opened was immediately shot in the head by Charles Patrick Payne, age 26 as he fired from inside the apartment. As Senior Corporal Smith fell, the suspect fired additional shots at the other officers as they attempted to drag Senior Corporal Smith away from the doorway.
The other officers made entry and took the suspect into custody, recovering the weapon used.
William Jobe, age 29, the subject of the warrant was also taken into custody, the warrant was for a previous Aggravated Assault Offense. A third occupant of the apartment, which was not named in the article was also taken into custody as illegal drugs were recovered.
Senior Corporal Smith was transported to Baylor Hospital where he died approximately one hour after arrival.
Charles Patrick Payne was charged with Capital Murder, two additional charges of Attempt Capital Murder. The disposition of all cases as reported is a Life Sentence and I believe without the possibly of parole. There were numerous appeals to this conviction, but all failed.
Senior Corporal Norman Stephen Allen Smith was a eighteen year veteran of the Dallas Police Department and served as a Deputy Sheriff in Kaufman Country previously.
Senior Corporal Norman Stephen Allen Smith is interred at Restland Memorial Park Cemetery, Dallas, Texas in the Garden of Honor Section.
